Foster Care Licensing

The Ohio Department of Children and Youth (DCY) Foster Care Licensing team is responsible for the licensing and oversight of all private agencies seeking certification to provide placement and adoption services, as well as public agencies wishing to oversee a residential facility under a DCY license.

Constituents may apply to open a group home, child residential center, adoption agency, or foster care agency. 

Once certified, the agencies are monitored annually through licensing reviews, either unannounced or announced. In addition, this team provides oversight and monitoring for Public Child Welfare Agencies who practice the function of licensing foster homes. Foster Care Licensing also has registry staff, who maintain and respond to requests generated through Ohio's Child Maltreatment Central Registry via Ohio SACWIS Alleged Perpetrator Search (OSAPS), Putative Father Registry, and Assessor Registry.
